What is the SCGA?  It's a short name for Southern California Golf Association a Regional Golf Organization authorized by the USGA to carry out its policies and administer the Rules of Golf and the USGA Handicap System. Penmar Golf Club is a member of the SCGA  without whom we would not be able to provide a sanctioned Handicap and other services. SCGA's website is www.scga.org.
